l Philadelphia Electric Company, Licensee under Facility l Operating License DPR-56 for Peach Bottom Unit 3, hereby amends its October 19, 1982 application for a temporary amendment to Appendix A of the Operating License as described in the following discussion.

The October 19, 1982 application for anondment identified a i

date of December 23,1982 on which Peach Bottom Unit 3 would be 1

of inaccessible pipe support hydraulic snubbers. The inspection cycle was based on the accelerated testing frequency required by i

section 4.ll.D.1 of the Peach Bottom Technical Specifications as a result of two snubber failures stated to have occurred on April 23, 1982. Licensee's request for a temporary amendment to the Peach Bottom Unit 3 Operating License would extend the inspection interval identified in Section 4.11.D.1 of the Technical

Specification until the refueling outage scheduled to start February 12, 1983.

Subsequent to the amendment submittal, a review of the snubber surveillance records by the Licensee revealed that the failure of the snubbers occurred on April 7, 1982. Licensee therefore, amends its October 19, 1982 application to request that the " April 23, 1982" date be changed to " April 7, 1982", and the " December 23, 1982" date be changed to " December 7, 1982".

Temporary extension of the inspection interval to February 12, 1983 remains unchanged, and the justifications for the inspection interval as described in the October 19, 1982 amendment cpplication are still valid.

The Plant Operation Review Committee and the Operation and Safety Review Committee have reviewed this Amendment to the October 19, 1982 Amendment Application, and have concluded that it does not involve an unreviewed safety question or a significant hazard consideration and will not endanger the health and safety of the public.
