Fr,rley Nuclear Plant Units 1 and 2 which reference fieneric Letter 90-09, "Alicrnate Requirements for Snubber Visual Inspection Intervals and Corrective Actions." Certain technical specifications regar.ilng snubber surveillance requirements have been revised to reflect the recommended surveillance requirements set forth in Generic. Letter:90-09.

' Attachment _1 provides the proposed technical specification changes relatina to the revision of the Surveillance Requirements for snubbers. This-proposed change will provide consistency with the current guidance recommended by Generic letter 90-09 which will maintain the same confidence -level as the - >

prescat' visual surveillance requirements and reduce radiation exposure for '

plant personnel.- Revisions to the wording of the Generic Letter 90 ' proposed technical specifications were made to maintain consistency with the curMnt FNP technical specification definition of snubber categorization..and diwvsition-of visual . failures. These revisions were discussed with and'

- acimed upon by the,NRC staff prior to this submittal. The revision of these requirements necessitates revised page and paragraph numbers throughout the remainder of the section.

Based oli the analysis provided,' Alabama Power Company has-I  : determined that the~ proposed changes to the technical specifications will not significantly increase the probability or consequences of an accident-previously evaluated, create the possibility of a new or different tind of accident from any accident previously evaluated, or involve a significant

reduction-in-a margin of_ safety.

The Plant Operations Review Committee has reviewed and approved these proposed l changes and the Nuclear Operations Review Board will review these proposed L changes at a future meeting. NRC approval of these proposed changes is #

- U.S. Nuclear 3egulatory Commission Page 2 i requested by March 8, 1991. By meeting thi:; schedule, Alabama Power Company can apply the revised inspection criteria for surveillance in the upcoming Unit 1 outage and thereby reduce radiation exposure during the outage by approximately S rem.

A copy of these proposed changes is being sent to Dr. C. E. Fox, the Alabama

State Designee, in accordance with 10 CFR 50.91 (b)(1).
