91/00025 Gentlemen:
By letter dated-January 29, 1991 the NRC Project Manager for Grand Gulf Nuclear Station transmitted a letter and SER which concluded that a proposed change to the Standby Liquid Control System technical specification was unacceptable, it is my belief that the manner in which this issue has been addressed, particularly the use-of a premature SER which reaches unsubstantiated conclusions, was improperly handled by the PM. The meeting scheduled for February 12 is the' proper forum to review open technical issues.
I believe we have a common interest in_ wishing to resolve this long outstanding technical specification. change.
In order to do so expeditiously, we request that the SER be withdrawn so that the technical review process may continue unencumbered by predetermined conclusions.
I would appreciate your prompt consideration of this request.
