Dear Sir:
Boston Edison had scheduled its 1983 joint emergency preparedness exercise, in cooperation with State officials, for mid-May, and so informed both Mr. Snyder of Region I and Mr. David Sparks, Director of FFNA Region I.
The scheduled date was consistent with Mr. Snyder's advice that the exer-cise ihould be scheduled within 90 days of the anniversary date of the 1982 Joint exercise.
Mr. Edward Thomas of FEMA has asked that Boston Edison accept rescheduling to a date late in June,1983.
Boston Edison has advised Mr. Thomas that consideration of such a change must await permission by the NRC to exceed the 90 day " window" permitted in scheduling such exercises.
Enclosed is Mr. Thomas' letter indicating that rescheduling of the Pilgrim exercise to late June would probably meet with NRC approval.
FEMA has discussed this matter with Mr. Wojnas of NRC Region I l
l Most effective and benefical annual exercises are those involving the (full scale) participation of State & Local governmental organizations.
Please advise us if the change proposed by FEMA is acceptable, and if Boston Edison may renegotiate the scheduled date with FEMA and the involved State authorities.
Meanwhile, Boston Edison will continue to consider mid-May as the scheduled exercise period for Pilgrim Station.

Dear Mr. Cunningham:
This letter is to request your cooperation in rescheduling the annual off-site emergency planning exercise for the Pilgrim Nuclear Power Station.
The State of Vermont has advised us that they will be unable to exercise the Vermont Yankee energency plan in June as originally planned. We must shift this exercise date, and it would be most convenient if we could shift their exercise time to the time scheduled for Pilgrim, and move the Pilgrim exercise to the end of June.
We understand that this may put you in a position of exceeding the NRC's time limit within which you must conduct an exercise.
However, in a telephone conversation with Edward Wojnas of the NRC we learned that your request for a schedule change would probably be approved on the basis of convenience to the State governments.
The States affected by this schedule change indicate that they agree.
Thank you for your cooperation; we regret any inconvenience.
