Dear Mr. Keppler:
This letter is in response to the referenced letter concerning the timeliness of scenario submittals to FEMA Region VII.
At the time of the 1982 Quad Cities Station exercise planning effort, the exact role of FEMA Region VII in the planning process was not clear.
Contact had been established with FEMA Region V concerning the scenario meetings and submittals, since the station is located within this region.
Also, your o ffice was kept informed of progress in the areas.
Since that time, it appears that FEMA Region VII will be actively involved in the planning process.
Therefore, they will be included in submittals and meetings associated with future exercises at the Quad Cities Station.
It should be noted that only one exercise has been held at the Quad Cities Station since issuance of the FEMA Guidance Memoranda from your of fice to licensees on December 10, 1981.
Furthermore, the dates for submittals in Guidance Memorandum 17 are " milestones for planning purposes and actual schedules may need to be different because o f local circumstance s".
Our letter to J.
Keppler dated June 28, 1982, identi-fled the circumstances which necessitated later submittals for that e x e rcise.
We are confident that we will meet the intent of the advance notification guidance.
