Letter from OPPD (T. E. Short) to NRC (E. M. Howard) dated July 1, 1975 (LIC-75-0096) l Gentlemen:

SUBJECT:

Local fire Department Notification This letter is to inform you that Omaha Public Power District (0 PPD) has revised its previously committed policy concerning notification of the local fire department when a fire occurs in a controlled area, in our response to IE Bulletin 75-04 of Reference 3, OPPD stated that the Blair fire Department would be notified of all fires occurring in a controlled area.

Our procedure which includes this requirement is Standing Order G-28, " Station fire Protection Plan." The procedure has been changed to require the Blair fire Department be notified and asked to respond to all large fires or to a,,y fire requiring assistance as determined by a licensed operator.

A large fire is defined as a fire that one or two persons cannot control using hand held cytinguishers, or a fire that lasts longer than 10 minutes after the initiation of fire fighting efforts.

There are several reasons for this policy change.

First, the Blair Fire Department does not take special action upon a notification call.

Notification of a fire that does not require immediate response will not decrease the response time, or improve fire fighting preparations should response be subsequently required.

Second, small fires are utinguished as quickly as operations personnel can be notified. This is because activities with the greatest potential for causing such fires require the assignment of fire watches with the specific responsibility to extinguish any resultant fires.
