Subject:

60 Day Response to Surveillance inspection Report No. 50-271/93-31 in Surveillance inspection Report No. 50-271/93-31 [ Reference (b)), the NRC noted that the Vermont Yankee surveillance test program was implemented in accordance with apprcved plant procedures and technical specifications applicable to the inspection.

The report also noted that the recent program upgrades adequately addressed all of the OSTI's noted program weaknesses.

However, the report identified a weakness with the tracking of safety-related pumps i

that required an increased frequency surveillance test in accordance with the Vermont Yankee Inservice Testing Program.

Weakness:

" Plant personnel used an informal document to ensure the proper surveillance frequency was performed instead of an existing procedure change form to update the computer automatic tracking system."

Response

To further strengthen the Vermont Yankee Inservice Testing Program, procedure AP 0164, " Operations Department inservice Testing," will be revised to directly reference procedure AP 4000, " Surveillance Testing Control," and to require that form VYAPF 4000.01, " Surveillance Testing Program Change Form," be completed and forwarded to the Surveillance Test Coordinator to revise the surveillance frequency. The SurveillanceTest Coordinator will then update the iSd 13@
