This letter constitutes an interim report concerning the subject condition initially reported to the Commission on October 26, 1982 as a potentially reportable deficiency under 10CFR50.55(e). At that time, it was identified that possible misapplications of the Simplified Dynamic Analysis (SDA) pro-cedures were being reviewed.

After being notified of the possible misapplications CC&E initiated an audit of the SDA criteria, development and appli-cations. The audit disclosed ths-some requirements of the S&L quality assurance program were nor complied with.

Contrary to the S&L Quality Assurance Procedure implementing 10CFR Part 50, Appendix B Criterion III, support calculations for the SDA procedure were not reviewed and approved as required.

Engineering justifications for all parameters used to support these calculations were not available. At this time, the significance of this condition is indeterminate as extensive engineering analyses are required to provide a definitive evaluation.

Stop Work Order #82-07 has been issued for SDA design and for installations designed using SDA.

Audits of the SDA support work will be continued until all facets of the SDA development cal-culations are available and are verified.
