Waterford 3 SES Docket No. 50-382 License No. NPF-38 Proposed Revision to the Physical Security Plan Gentlemen:
On May 4,1993, at the annual Regulatory Information Conference, Dr. Thomas E.
Murley announced a pilot program established by NRR to give special consideration to licensee requests for changes requiring Staff Review involving high cost and low safety benefit.
In response to Dr. Murley's initiative, Entergy Operations, met with NRR Staff on June 8, 1993, to present an initial list of cost beneficial licensing actions (CBLAs).
On September 7, 1993, as part of the Burden Reduction Program for long term economic savings, Waterford 3 submitted Revision 14 to the Physical Security Plan for the NRC's approval.
The NRC indicated in subsequent conversations with Entergy Operations and during a meeting on December 14, 1993, that the submittal represented a significant shift to past approaches for evaluating the adequacy of compensatory measures.
Based on these conversations, Entergy Operations is proposing a revision to our previous submittal.
Entergy Operations views the proposed changes as a first step in our efforts to identify and seek regulatory relief where justifiable.
Entergy Operations expects to pursue further enhancements to security and other areas as opportunities are l
identified.
As such, the proposed changes in this submittal may be subject to further review in the future via the appropriate regulatory methods.

W3F1-94-0006 Page 2 February 8,1994 Attached for your review and approval are the revised pages of Waterford 3's proposed Revision 14 to the Physical Security Plan. The included pages are a one for one replacement of those included in the original submittal.
Entergy Operations, Inc. has determined that Attachment 2 contains safeguards information as specified by 10CFR73.21. The attached documentation should therfore be handled appropriately.
We appreciate the willingness and efforts on the part of your staff in working with us in the development of a submittal that meets the objectives of both the NRC and Entergy Operations. We look forward to working with you in the future in this area.
