Enclosed is a copy of the final exercise report for the June 9,
- 1993, full-participation exercise of the offsite radiological emergency response plans site-specific to the Callaway Nuclear Power Plant. The State of Missouri, and the Counties of Callaway, Gasccnade, Montgomery, and Osage, and the Union Electric Company participated in the exercise. This report was prepared by the Federal Emergency Management Agency Region VII staff and copies will be provided to the State of Missouri.
There were two Deficiencies identified during the June 9,
- 1993, exercise. The first involved the Callaway County /Fulton Emergency Operations Center's (EOC) failure to issue in a timely manner Emergency Broadcast System (EBS) messages containing complete information.
The second involved the Callaway County /Fulton EOC's failure to adequately establish access control following the Site Area Emergency declaration and a protective action decision to initially shelter and later evacuate subarea C-1.
A remedial drill was conducted on September 22,
- 1993, demonstrating that the Deficiencies had been corrected. The results of the remedial' drill are included in the enclosed report.
In addition to the two Deficiencies, there were fourteen Areas Requiring Corrective Action-(ARCA) identified during the June 9, 1993, exercise. FEMA Region VII staff will work with the State to correct the ARCAs by the next scheduled biennial exercise.
Based on the results of the June 9,
- 1993, exercise and the September 22,
- 1993, remedial drill, the offsite radiological-emergency response plans and preparedness site-specific to the
- Callaway Nuclear Power Plant are adequate to provide reasonable assurance that appropriate measurds can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site. Therefore, the Title 44 CFR, Part 350 1
approval of the offsite radiological emergency response plans and preparedness for the Callaway Nuclear Power Plant granted on July 9, 1985, remains in effect.
