Results of Tests and Inspections:

Surveillance of the reactor has continued despite preliminary decommissioning; j
activities. Inspections included monthly visual inspections and monitoring'of radiation 1
levels in the vicinity of the reactor and the periodic sampling and analysis of shieldingf 1
(g, water to determine the presence of any radioactive materials..~ These inspections showed no' evidence?of water leakage, excessive corrosion,' release!of fission-s aroducts', or unusual radiation levels. Fuel has been removed from the reactor and is -

Ming stored under lock and key in approved fuel storage pits pending transfer to the 1
--Department of Energy. Periodic inventory and surveillance of the fuel is being
' performed.E Because the AGN restor has not been operated since February.-1985,
_ and since we are pres:ntly awaiting approval to decommission the reactor, none of the

.3. The RSC reviewed and audited all documentation of preliminary decommissioning act!vities completed to date. These activities were associated with defueling the reactor and preparing it for safe storage until approval is granted by NRC to proceed with final decommissioning procedures.
~ 4J The RSC reviewed and approved the Decommissioning Plan (DP) for the AGN reactor. The DP was submitted to NRC for review on 17 July 1990.
G. Summary of Changes Reportable under 10 CFR 50.59:
3 As provided by AGN Technical Specification 4.0, certain surveillance activities have been discontinued since the reactor is not werable. Fuel has been removed from the reactor and is being stored under lock and key in approved fuel storage pits pending transfer to DOE. Periodic inventory and surveillance of the fuel is being performed.
.The DOE has authorized the request for shipment of the fuel to the DOE facility at Oak Ridge, Tennessee. Arrangements for the shipment have been made with the assistance i
of the DOE Idaho Operations Office. It is anticipated that the fuel will be shipped
~ off site in early February 1991.
