Dear Mr. Keppler:

This is Detroit Edison's final report on the cracking of the diesel generator fuel oil storage tank foundation problem. This problem was originally reported to Mr. P. Pelke of NRC Region III by Detroit Edison's Mr. II.A. Walker, Supervisor-Construction Quality Assurance, on February 22, 1982.

This item deals with the cracking of the foundation of the fuel oil storage tank for emergency diesel generator number twelve. The Detroit Edison Start-Up organization was conducting a chemical cleaning of the tank. Based on randcm tank inlet and outlet readings during the cleaning operation, the cleaning solution reached a maximum temperature of approxi-mately 140 F. This apparently caused thermal expansion of the fuel oil storage tank, creating excessive stresses on the foundation and resulting in the cracking of the west foundation pedestal. Engineering calculations indicated that 150 0F would not cause excessive thermal stress.

The cracked pedestal has been repaired with Embeco 636 grout per an approved site grout repair procedure. The westerly pedestals for each of the four tanks have been modified by slotting the pedestal and installing a sliding plate. The modification has been incorporated into the design documents via Design Change Notice #7068.
