7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION NORTHEAST NUCLEAR ENERGY COMPANY DOCKET NO. 50-423 NOTICE OF ISSUAhCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U.S. Nuclear Regulatory Consnission (Commission) has issued Amendment No. 59 to Facility Operating License No. NPF-49 issued to Northeast Nuclear Energy Company, which revised the Technical Specifications for operation of the Millstone Nuclear Power Station, Unit No. 3 located in New London County, Connecticut. The amendment is effective as of the date of issuance.
The amendment nodified the Technical Specifications to allow an increase in the normal containment pressure range. The revised containment pressure range is 10.6 psia to 14.0 psia.
The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act). and the Consnission's rules and regulations. The Cossnission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter 1, which are set forth in the license amendment.

No request for a hearing or petition for leave to intervene was filed following this notice.
The Commission has prepared an Environmental Assessment related to the action and has determined not to prepare an environmental impact statement.
Based upon the environinental assessment, the Comission has concluded that the issuance of this amendment will not have a significant effect on the quality of the human environment.
