-f,8 to change the technical ',pecifications of Browns Ferry Nuclear Plants units 1, 2, and 3 The proposed technical specifications incorporate the requirements of the ASME Section XI code ins'sevice pump and valve testing into the Browns Ferry licenses. The proposed program was submitted by my letter to you dated August 31, 1982. The enclosed specifications supersede and replace those submitted by TVA BPNP TS 124 dated July 20, 1979 for units 1 and 2 and by letters dated May 25, 1977, J. E. Gilleland to E. G.

Case, and January 4, 1970, J. E. Gilleland to T. A. Ippolito, for unit 3.

The specifications also revise requirements for testing redundant equipment when certain other equipment is declared inoperable. The proposed specifi-cations in this area are consistent with the BWR Standard Technical Specification.

In accordance with the requirenants of 10 CFR Part 170.22, we have determined this proposed amendment to be Class II for unit 1 and Class I for units 2 and 3.

These classifications are based on the facts that the proposed amendment is an administrative change that has no safety signifi-cance for unit 1 and the proposed amendments for units ? and 't are 8211230447 821112 PDR ADOCK 05000259 p
