In accordance with the provisions of 10 CFR Parts 50.59 and 50.90, enclosed are 40 copies of a requested amendment to licenses DPR-33, DPR-52, and DPR-68 to change the technical specifications of Browns Ferry Nu lear Plant units 1, 2, and 3 (Enclosure 1).

These enclosed changes prepose reduced frequency for Mainsteam Isolation Valve closure testing.

" Clarification of TMI Action Plan Requirements," NUREG-0737 item II.K.3 16, stated that a feasibility study of reducing challenges to relief valves should be conducted and that any changes which would reduce j

such challenges without compromising other systems should be implemented.

From a study conducted we have found that reducing MSIV test frequency will reduce challenges to the relief valves without compromising system f

reliability. Details of that study are enclosed (Enclosure 2).

Approval of these proposed changes is requested by February 1, 1983 No other changes are included in this request in order to facilitate expeditious review and approval by your staff.

In accordance with the requirements of 10 CFR Part 170.22, we have determined this proposed amendment to be Class II for unit 1 and Class I for units 2 and 3 These classifications are based on the facts that the
