DOCKETS 50-266 AND 50-301 UPDATE-ON GENERIC LETTER 89-13 SPENT FUEL POOL HEAT EXCHANGERS POINT BEACH NUCLEAR PLANT In a letter dated November 15, 1990, we provided the NRC staff with aniupdate concerning our-progress in implementing selective actions in response to Action Item II-of Generic Letter 89-13, " Service Facer System-Problems Affecting Safety-Related Equipment."

In that letter we noted that our schedule to instrument the spent fuel pool coolingLsystem heat exchanger to monitor heat transfer capability-was delayed until the end-of 1990.

This letter is to notify you that this modification has now been completed.

Weialso would like to take this opportunity to correct a misleading statement we made in the-November 15 letter concerning these heat

-exchangers. :We' stated-in that-letter that the spent fuel pool cooling system heat exchangers~were inspected in 1990 for the first time after-nearly twenty years of operation.

This is an inaccurate statement.-

These' heat exchangers were installed during;a spent fuel--pool cooling system upgrade in 1977 and first placed in

i service in February 1978.

Therefore, they have been in service for-nearly thirteen, not twenty, years.

While we regret this misstatement, we still concluded that the schedule delay we

. proposed in instrumenting these heat exchanger had no impact-on the operability.of;the spent fuel pool cooling system.
