PSC Letter, Crawford to USNRC, dated July 20, 1990 t (P-90230) -{ Gentlemen: l Enclosed 1 l is one original and ten additional copies of Issue 5 of the j Fire Protection Operability Requirements (FPORs) 12,13, and 14, and Issue 13 of the revised Table of Contents (TOC). The TOC and FPORs i 3 should be inserted as replacement pages in Section FP.6.1 of the Fort i St. Vrain (FSV) Fire Protection Program Plan, Revision 4 as submitted to the NRC in the referenced letter. These FPOR revisions are being transmitted in accordance with the requirements of 10CFR50.71(e). FPOR-12, Fire Detectors, ensures that a minimum number of detectors are operable in each described fire zone throughout the plant. The detectors provide detection, alarm, and in some areas, automatic suppression as described in the Basis for FPOR-12. I FPOR-13, Fire Barriers, ensures that penetration seals and associated q fire barriers listed in Table FPOR-13-1 are operable. The seals and barriers minimize the possibility of a single fire-involving l .+e than one fire area prior to detection and extinguishment. FPOR-14, Fire Doors, ensures that certain fire doors are operable. The fire doors perform the same function as fire barriers. l The attachment to this letter is a summary of the changes to each of the three FPORs. - l' A 10CFR50.59 safety evaluation was performed on Issue 5 of each of the FPORs listed above. The evaluations determined that the revisions were not safety related or safety significant, and did not involve or create an unreviewed safety question. The revisions do not require changes-to the FSV Technical Specifications. -910111C

SUMMARY
OF CHANGES FPOR-12 ACTION Statement b. was changed to indicate that a continuous fire watch be stationed at the " local" fire alarm panel when the Control Room annunciator is inoperable. The Auxiliary Electric Room return air duct detector (Zone 4), XD-45109, has been deleted. Reference NCR 89-021. Zone 81 has been changed to correct and clarify the location. Zone 82, the HP Laundry, elevation has been corrected. FPOR-13 Change the surveillance frequency from 12 to 18 months and the quantity from 33% to 10% with additional clarification. Revise -the Basis accordingly. Add one seal to the Emergency Diesel Generator Room IB Ceiling list, and add two seals to the Building 10 East Wall list (CN-2616B, OR No. 89-064-A). Delete two seals from the Building 10 East Wall list. Reference NOG-90-0455 and Compliance /Reportability Evaluation dated May 9, 1990. Add a new section to Table FPOR-13-1 as a result of CN-2901, Records Center modification. FPOR-14 Change SURVEILLANCE REQUIREMENT a. from 'once per day' to 'at least once per 24 hours'. Change SURVEILLANCE REQUIREMENT b. from 'once per week' to 'at least once per 31 days'. Add clarification to requirement b.1 and combine with b.2. Delete seal verification from requirement b.2. Add new requirement b.2. concerning combustibles and door openings. Add new requirement c.1., concerning open/close, release mechanisms and latches, and c.2., door to frame and door to door clearances. Revise the BASIS to be consistent with the revised and new surveillance requirements, and clarify the visual inspection scope. i}}
