REQUEST FOR AMENDMENT OF CONSTRUCTION PERMIT NO. CPPR-145 Gulf States Utilities ("GSU") on its own behalf and on behalf of Cajun Electric Power Cooperative (Cajun), hereby requests pursuant to Section 155 of the Atomic Energy Act of 1954, as amended, and the regulations thereunder, particularly 10 C.F.R. 50.55(b), that for good cause shown, the latest completion date specified in Construction Permit No. CPPR-145 for River Bend Station, Unit I be extended from March 31, 1983toDecember31,lh65.

Unit 1 is currently 57% complete and construction of the unit cannot be completed by the presently scheduled latest completion date.

Construction has not proceeded on the planned schedule due to certain factors beyond the control of GSU. The primary reason for the delay in completion of River Bend, Unit 1 is attributable to financial considerations.

Inadequate rate relief and high interest rates have required GSU to reduce capital outlays consistent with the reduction in anticipated revenues.

In 1977, for example, financial constraints, combined with regulatory and construction delays, slowed the project.

Reduced manpower levels began to impact the project during August 1977. Both engineering and construction were held to a minimum for the next two years because of financial restraints.

Also contributing to the slowdown in construction was a delay in the purchase of an ownership share of the unit by Cajun and the continuing delay in ownership by Sam Rayburn G&T.

Since the requested extension of the construction permit involves no significant hazards considerations and no undue risk to the health and safety of the public, it is respectfully requested that the Commission dispense with the notice and publication requirements as permitted under Section 189(a) of the Atomic Energy Act of 1954.
