PRAIRIE ISLAND NUCLEAR GENERATING PLANT DOCKET NOS. 50-282 AND 50-306 In response to "ar letter of October 13, 1982, which transmitted Inspection Reporcs 50-282/82-16 and 50-306/82-16, the following s

is offered:

Violation-Technical Specification 6.5 requires implementation of procedures of the fire protection program.

Administrative Control Directive 5 ACD 3.13, " Fire Prevention Practices,"

requires that "No Smoking" signs shall be posted in safety-related areas and that smoking shall not be permitted in such areas except for the Control Room.

Contrary to the above, at 11:30 A.M.

(CDT) on September 14, t

1982, the inspector observed:

l a.

"No Smoking" signs were not posted in the 12 Diesel Cooling Water Pump Room which is a safety-related area.

i b.

Two operators were smoking cigarettes in the 12 Diesel Cooling Water Pump Room while they j

l were conducting a surveillance test.

l This is a Severity Level V violation (Supplement I).

a.

"No Smoking" signs have been posted in the Diesel Cooling Water Pump Rooms and all other safety-related areas have been reviewed to assure signs are posted.

Full compliance has been achieved.

b.

The individuals involved have been reinstructed ~

regarding smoking in all safety-related areas.

The Plant Manager has sent a letter to all plant

. personnel reminding them of the restrictions on smoking in all safety-related areas.

Full compliance has been achieved.
