7590-01 UNITED STATES NUCLEAR REGULATORY COM!ilSS10N DOCKET NO. 50-395 VIRGIL C. Su!NER NUCLEAR STATION, UNIT NO.1 NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE NO. NPF-12 The U. S. Nuclear Regulatory Comnission (the Comission) has issued Amendment No. 4 to Facility Operating License No. NPF-12, issued to South Carolina Electric &
Gas Company and South Carolina Public Service Authority (the licensees) for the Virgil C. Summer Nuclear Station, Unit Ho.1 (the facility) located in Fairfield County, South Carolina. This amendment modifies the Technical Specifications to provide for entry into Mode 2 for initial criticality with one of the two containment hydrogen monitors inoperable. The amendment is effective as of its date of issuance.
The application for the amendment complies with the standards and require-ments of the Atomic Energy Act of 1954, as anended (the Act), and the Comnission's regulations. The Commission has made appropriate findings as required by the Act and the Comission's regulations in 10 CFR Chapter I, which are set forth i
in the license amendment. Prior public notice of this amendment was not required since the anendment does not involve a significant hazards consider-l l
ation.
The Connission has determined that the issuance of this amendment will not result in any significant environnental impact and that pursuant to 10 CFR 551.5 (d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
