S. Nuclear Regulatory Comission (the Commission) has issued Anendment No. 3 to Facility Operating License No. NPF-12, issued to Sbuth Carolina Electric &
Gas Company and South Carolina Public Service Authority (the licensees) for the Virgil C. Sumer Nuclear Station, Unit No.1 (the facility) located in Fairfield County, South Carolina. This amendnent modifies the Technical Specifications to provide for a tolerance on the hydrogen content of the sample gas used in the calibration of the containment hydrogen monitors. The amendment is effective as of its date of issuance.
The application for the amendment complies with the standards and require-ments of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's regulations. The Commission has made appropriate findings as required by the Act and the Commission's regulations in 10 CFR Chapter 1, which are set forth in the license amendaent. Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consider-ation.
The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 551.5 (d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
