Per the requirements of Technical SpeciGcation 3.3.3.7 Action Statement b, we hereby submit the attached Special Report concerning inoperable fire detection instrumentation. Specifically, the fire detecti in system in the Unit 2 Component Cooling Room was inoperable for greater than 14 days.

l SPECIAL REPORT On November 7,1990 the Grc detection system in the Unit 2 Component Cooling Water Pump Room was disabled.

The smoke defcetion was disabled to permit work activities involving welding / cutting / grinding in this room. Smoke detectors sense a Grc condition during this type of 4

activity and send a signal to the fire alarm annunciation panelin the Control Room. This results in a hanging alarm on both fire alarm annunciator panel (IC24D) and the single point annunciator panel (IC17) which could result in a delay in response to other plant Grc alarms.

Technical SpeciGcation 3.3.3.7, ACrlON Requirement a was entered at the time the system was disabled. Since the Component Cooling Water Pump Room has an automatic sprinkler system the ACTION consists of a demonstration of the OPERABILITY of the sprinkler system within one hour and every 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> thereafter. This ACrlON requirement was fulfilled for the entire duration the detection system was disabled.

The detection system was restored to OPERABLE status on November 22,1990. The period that

ACTION Requirement b states that a Special Report pursuant to Technical Specification 6.9.2 must i

be prepared and submitted to the Commission outlining the actions taken, the cause of the inoperability and the plans and schedule for restoration of the system to OPERABLE status. This J
