DOCKET NO. 50-346 THE TOLEDO EDISON COMPANY AND THE CLEVELAND ELECTRIC ILLUMINATING COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Comission (the Comission) has issued Amendment No. 48 to Facility Operating License No. NPF-3, issued to The Toledo Edison Company and The Cleveland Electric Illuminating Company (the licensees), which revised Technical Specifications for operation of the Davis-Besse Nuclear Power Station, Unit No.1 (the facility) located in Ottawa County, Ohio. The amendment is effective as of its date of s
issuance.

This amendment allows a change in the calculational method for determining the maximum allowable high flux trip setpoint when one P
or more safety valves on any steam generator are inoperable.
7 The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations. The Comission has made appropriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the license-amendment. Prior t

not involve a significant hazards consideration.
The Commission has detemined that the issuance of this amendment will f
not result in any significant environmental impact and that pursuant to 10 CFR 151.5(d)(4) an environmental impact statement or negative declaration k
and environmental impact appraisal need not be prepared in connection with the issuance of this amendment.
