Justification for Continued Operation for Cooper Nuclear Station Regarding General Electric DC hiotor Controllers At the request of your staff, this letter is to provide the District's answer to the subject concern.

For the case of a High Energy Line Break (HELB), a review of the accident mitigation functions of the General Electric (GE) motor controllers was performed.

This review indicated that if a controller is exposed to the harsh environment produced by a IIELB and fails to operate, a redundant controller physically isolated from the harsh environment is available to mitigate the accident.

Therefore, failure of the GE controllers due to a harsh environment will not affect safe shutdown of the plant.

For the maximum post-LOCA radiation exposure specified for these controllers, a comparison was made to the radiation damage threshhold for typical materials of construction for components of this type.

In the District's judgement, these controllers will operate satisfactorily after exposure to the specific radiation dose.
