Dear Mr. Denton,

This letter is in reference to the requirements of 10 CFR50.54(r) as applied to the Columbia University Mark II TRIGA Reactor (250 kw) i which has the operating License R-128.

This reactor has never been fueled or operated. The fuel is not on the Columbia campus. There are no plans to activate the reactor in the near future. It there-fore seems unnecessary to formulate plans that comply with 10 CFR50, Appendix E, and a variance to this requirement is hereby requested until the anticipated startup of the reactor.

An earlier emergency plan was submitted to Mr. Robert W. Reid, Chief, Operating Branch, in March 1, 1977 by the (then) reactor 1

supervisor Mr. Michael G. Woram. When, in the future, the reactor is activated we will modify this tc conform with the new require-ments of Appendix E.
