Subject:

Reformatted Vennont Yankee Technical Specifications Enclosed please find one copy of a reformatted version of the Vermont Yankee Technical Specifications. We am requesting NRC concurrence to use this reformatted version in place of the presently existing version.

The Technical Specifications have been reformatted to allow access of the document in '

electronic form. As such, many of the pages needed to be reformatted from " landscape" fonnat to

" portrait" format to improve document usability and readability via a personal computer and/or mainframe terminal (to eliminate the need to continually scroll left to right). As part of the process of performing the reformatting effon, it was decided to improve the text of the document wherever possible, without changing any of the Specifications themselves. This included page renumbering and elimination of blank pages. Also, obvious grammatical (e.g. spelling) enors were corrected in the Bases section only (no changes were made to the approved Specifications).

As discussed with the NRC/NRA Project Manager in a telecon on January 6,1994, this submittal need not be made in accordance with 10CFR50.92 (the customary Technical Specification Proposed Change process), since no changes are being made to the content of the Specifications. Therefore, we are submitting the enclosed reformatted version for NRC review and concurrence, and will not formally utilize it until such time that NRC concurrence is received.

The version enclosed is " frozen" through Amendment Number 137. Subsequent amendments that may be received during the review and concurrence period will be incorporated into this version when NRC concurrence is received but prior to formal utilization by Vermont Yankee.

Vermont Yankee believes that this improvement to our Technical Specifications will make the document more accessible to our employees, while reducing the number of hard copies that need to be continually maintained and updated.
