Dear Mr. Stolz:

This is in response to your letter of October 7, Ic32 (Log No. 1102) regarding diesel generator lockout.

In that letter, you made a re-quest for Davis-Besse Nuclear Power Station, Unit No. 1, to confirm that the manual valves which are used to isolate the air start motors and fuel supply of the Emergency Diesel Generators (EDGs) during maintenance are controlled by the station's !ocked valve procedure.

The following manual valves are used to isolate the air supply to the air start motors of the EDCs:

DAl, DA8, DA9, DAl2, DA30, DA31, DA44, and DA45.$ Valves D040, D041, D049, D053, D057, and D058 are used to isolate the fuel oil supply to the EDG shaft and electric driven fuel oil pumps. All of the valves listed above are locked open and are controlled by Davis-Besse Administrative Procedure AD 1839.02, Opera-tion and Control of Locked Valves.

Therefore, whenever these valves are closed for any reason, they must be logged in the locked valve log.
