50-327/82-19 AND 50-328/82-19 D. M. VERRELLI' S LETTER TO H. G. PARRIS DATED SEPTEMBER 3, 1982 327, 328/82-19-01 Technical Specification 6.8.1.a requires that the licensee establish, implement, and maintain written precedures covering the control of radioactivity. Gaseous Effluent Requirements Procedure No. SI-415, Section 2.2, Inoperable Monitors, requires that the noble gas activity rate be recorded on TI-37 log sheet B.35.
Contrary to the above, on July 27, 1982, noble gas release rates were not recorded on TI-37 log sheet B.35 for all effluent radiation monitors that were declared inoperable due to power failure of an electrical panel.
This is a Severity Level V Violation (Supplement IV).

Admission or Denial of the Alleged Violation TVA admits the violation occurred as stated.

Reasons for the Violation if Admitted The analyst inadvertently failed to transfer the noble gas activity release rate from the SI-415 data sheet to the TI-37 log sheet B.35.

Corrective Steps Which Have Been Taken and the Results Achieved All affected analysts have been reminded to record the data on the TI-37 log sheet as directed in SI-415. The importance of following all procedures was stressed. The specific TI-37 log sheet that is the subject of this finding has been corrected.

Corrective Steps Which Will Be Taken To Avoid Further Violations Reevaluation of the existing logging requirement delineated in SI-415 and other effluent release data instructions has determined that the requirement is redundant. All applicable radioactive effluent release data is maintained in surveillance instructions for quality assurance purposes. Applicable plant instructions will be revised to reflect the deletion of the redundant data logging requirement.

Date When Full Compliance Will Fe' Achieved We were in full compliance on this finding when the TI-37 log sheet was corrected on September 21, 1982. The target date for revising the applicable plant instructions 'i:s January 1,1983.
