50-260 50-296 BROWNS FERRY NUCLEAR PLANT (BFN) - RESPONSE TO GENERIC LETTER (GL) 89-10, SUPPLEMENT 3

" CONSIDERATION OF THE RESULTS OF NRC-SPONSORED TESTS OF MOTOR-OPERATED VALVES" (MOV)

This letter provides the 30-day respense required in GL 89-10, Supplement 3, which requests that licensees notify the NRC that a plant specific safety assessment is available on site for review.

The BFN plant specific safety assessment is available on site for NRC Staff Review. TVA has determined tnat the generic safety assessments performed by the NRC and Bolling Water Reactor Owners' Group are applicable to BFN.

The plant specific safety assessment was developed considering factors identified in supplement 3 of the Generic Letter.

BFN does not have an isolation condenser, therefore, associated MOVs were not addressed in the safety assessment.

TVA has evaluated safety-related MOVs and determined those with potential deficiencies of the greatest safety significance are those used to provide primary containment isolation in the steam supply lines of the High Pressure Coolant Injection (HPCI), Reactor Core Isolation Cooling (RCIC) and the supply line for the Reactor Water Cleanup (RWCU) systems. These valves are addressed in the safety assessment.
