. the Review of the Fermi 2 Mark I Containment A number of open items have been identified during the NRC review of the Fermi 2 Mark I containment.

The below listed schedule has been developed for providing c

input for resolution of these issues:

a.

Suppression Pool Thermal Mixing-GE will give a generic Mark I presentation on or about December 1 to further explain the Local Pool Temperature Model used to develop the suppression pool thermal response for Fermi 2.-

It is expected that a letter report will also be available on that date.

Detroit Edison-does agree to commit to accept whatever generic resolution is agreed upon between the NRC Staff, GE, and the Mark I Owners-Group.

b.

Potential Vacuum Breaker Failures Detroit Edison submitted information on vacuum breaker modifications in EF2 - 59,061, August 18, 1982.

At a subsequent meeting with the NRC on September 9 and 10, the NRC requested additional information on the methodology used to analyze the vacuum breakers and, in addition, the specific plant unique calculations.

GE plans to submit a report on behalf of the Mark I Owners Group describing the methodology on or about November 1.-

. October 15, 1982 EF2 - 60,113 Page 2 similar time frame (about November 15th). This information should be sufficient for the NRC to complete its review.

As stated in the August 18th letter, we expect to complete the modifications before fuel load.

If, due to procurement problems or some other unforseen circumstance, the modifica-tions cannot be completed before fuel load, we believe adequate justification is given in the August 18th letter for interim operation during the first cycle.

Low-Low Set Logic A brief presentation was given to the Staff on this subject during the September 9th and 10th meetings.

GE plans to submit a generic letter report with drawings on or about November 15th.

Detroit Edison will submit a letter in a similar time frame confirming the applicability of the generic submittal (about December 1st).

d.

Cyclic Fatigue Analysis A presentation on this subject was also given at the September 9th and 10th meeting.

GE plans to submit a letter report on behalf of the BWR Owners Group on or about November 30th.

NRC acceptance of this report will imply that further fatigue evaluations are unnecessary.

Apparent acceptance of the methodology was given on the Fermi 2 docket in Supplement No. 1 to the Fermi 2 Safety Evaluation Report (SER) (pp. 3-5, 6).

Single Vent Lateral Chugging Load The NRC raised this issue on the Fermi 2 docket even though it is generically applicable to most Mark I's.

GE, with the agreement of the Mark I Owners Group, is working on a letter report to defend the current downcomer chugging lateral load.

Their current schedule for completion is November 15th.

Assuming no plant unique effort is required over and above the GE effort, we could expect to submit the evaluation to you by December 1st.

We would hope to discuss this item with you at the meeting currently anticipated around that date.

  • EF2 - 60,113 Page 3 Resolution of the above open items requires agreement in essence between Detroit Edison, the NRC Staff, and the Mark I Owners Group.

Detroit Edison is dedicated to resolve these items and is promoting like efforts in the Owners Group.

If resolution does not appear feasible within three months of fuel load, Detroit Edison will work with the NRC to provide adequate justification for interim operation.
