Nuclear Agulatory Ccirmission (the Commission) is considering issuance of an amcodnent.from the requirerrents of Apper. dix R to 10 CFR Part 50 to Ccnsumers Pcwer Cortpany,-(the licensee), for the Palisades Plant, located in Ccvert Township, Van Buren County, Michigan.

ENVIRONMENTAL ASSESSMENT IdentiQcatiori of_ Proposed Action: The exemption would grant relief from the requiretrents of Appendix R, Section Ill.G.(2)(d) as these requirements relate to the separation of cables and instrumentation in the Containment' Air Room. Section.III.G(2)(d)ofAppendixRwouldrequirethesubject cables and equipment to be separated by 20 feet, free of intervening combustibles, since these cables ard equipment coirprise redundant trains'of equipment required for_ post-fire, safe shutdown, of the reactor.

The den;ption is in response to the licensee's application for exemption dated October 4,-1985, as supplemented August 8, 1990.-

The Need.for the Proposed Action: The proposed exerption is needed because the features described in the licensee's request regarding the existing.and proposed fire protection at the plant for the Containment Air Roorn comprise the most practical method for meeting the intent of Appendix R; and, literal compliance would.not significantly enhance the fire protection capability.

Additicrally, the proposed exenption does not otherwise effect radiological plant effluer,ts. Therefore, the Conmissien

-y concludes that there are no sigt.ificant radiological nvirontent61 inpacts associated with the proposed exemption.

With regard to ~'ential nonradiological. impacts, the proposed exemption involves features located entirely wi. thin the restricted area as cefiried in 10 CFR Part 20.

It does not affect nonradiological plant effluer,ts and has no other envircorrental impact. Therefore, the Corrmission concludes that there are no significant nonra'diological environmental impacts associated with.the proposed eX(cptfor,.
