Pursuant to section 50.55(b) an extension is requested for The University of Texas construction permit (CPRR-123).
Extension of the l
final completion date by 6 months to June 30, 1990 is requested.

Reasons for this amended request are to assure that all license processes aro likely to be completed, as per suggestion by telephone con'versation with NCR staff.
Basis for the extension is as follows:
g Two previous extensions of the CPRR-123 to December 31, 1989 and 1
December 1990 were necessary to complete the transfer of project l
construction to an alternate contractor and perform corrective work.
The original contractor default and subsequent change of contractors from CIT, Inc., of Texas to R. L. Pender and Associates was the j
i responsibility to the surety company, Fireman's Insurance Company of Newark, New Jersey.
This delay in the completion of the project also i
i set; the schedule for the reactor vendor, General Atomics activities.
Subsequent' completion of virtually all work of both contractors was done
)
by August 31, 1989. Deficiencies and the' necessity for some corrective l
work was essentially complete by August 31, 1990. Completion of the i,
regional ~ inspection program was also complete by the end of August, I
1990.
However, changes to documents and review of documents will not be comple'.e within the current CPPR-123 expiration date4 These document changos are in response to NRC staff requests and regulatory changes since the original submittals..This extension request is the extended j
-j time necessary for subntittal of' document revisions and review of those rev.sions by NRC staff.
