Northem States Power Company 414 Nicollet Mall Minneapolis, Minnesota 55401 1927 Telephone (612) 330 5500 April 12, 1994 U S Nuclear Regulatory Commission Attn: Document Control Desk Washington, DC 20555 MONTICELLO NilCLEAR GENERATING PLANT Docket No. 50-263 License No. DPR-22 Reauest for_SEPI.9 Val of ROY1sion 2 of NSPNAD 8608-A The current approved reload safety evaluation methods for Monticello are described in NSPNAD 8608-A, " Reload Safety Evaluation Methods for Application to the Monticello Nuclear Generating Plant" Revielon 1. The Revision 1 methodology applies a constant power shape for pressure transients. NSP has determined, however, that a " time varying axial power shape" (TVAPS) is more realistic and more conservative (i.e. more restrictive) for pressure transients. In order to utilize this more conservative methodology, the results of TVAPS anelysis have been administrative 1y implemented in the current Cycle 16.

It is desired to update NSPNAD 8606-A to reflect TVAPS prior to startup of Cycle 17 which is scheduled for October, 1994. The two attachments show the changes required to incorporate the TVAPS methodology as Revision 2 to NSPNAD 8608-A. Attachment 1 is a markup of page 4-15 of the topical and Attachment 2 le a typed page that constitutes Revision 2. Your approval of Revision 2 of NGPNAD 8608-A is hereby requested.
