This letter constitutes an interim report concerning the subject conditica initially reported to the Commission under 10CFR50.55(e).

As stated in our previous report, QA-1780, dated May 25, 1982, a CG&E audit of its contractor, H. J. Kaiser Ccapany, revealed that the subject SA105GR.II, ASME Class 2 fittings were stamped with a letter "N" to indicate the normalized condition of the material. Two potential problems arose when it was discovered that the fittings were stamped without authorizatien from the vendor and the marking was accomplished using a "high-stress" stamp.

The Kaiser warehouse superintendent has indicated that the fittings stamped were shipped with certification stating that all fittings were indeed normalized. The vendor, Bonney Forge, has stated that all fittings with material designation SA105GR.II are normalized; this condition being indicated by either the material designation or a letter "N" stamped in the serial number on each fitting. Kaiser was not aware of this practice and independently stamped fittings with the "N" although they were already marked wit? the material designation. All fittings stamped by Kaiser have been scrapped in accordance with the disposition of Nonconformance Report (NF) #E-4016.

CG6E further inves..'. gated this condition and discovered other fittings that were stamped with a "high-stress" stamp but were not included in this NR.

Mr. J. G. Keppler Regional Administrator Region III September 22, 1982 - QA-2007 Page 2 CG6E NR #C-QAD-82-1358-E has been dispositioned to remove all fittings with this stamp from the warehouse. A survey of installation documentation has revealed that some "high-stress" stamped fittings may have been released for construction. CC6E is performing documentation reviews and field walkdowns to identify field installed fittings which may be improperly stamped. Disposition of these fittings will be addressed through the appropriate corrective action system. A follow-up report will be submitted by January 31, 1983.

We trust the above will be founc acceptable as an interim report under 10CFR50.55(e).
