This letter is in response to a telephone conversation on March 21, 1994, between J.
D. Smith (TVA) and D.
E. LaBarge (NRC) concerning the referenced TS change.
The referenced submittal and its enclosures identified a TS change that added fire detection instrumentation.
In that submittal, TVA stated the modifications associated with the referenced TS change were complete.
This statement was in error in that the modifications have not been completed. This error was a result of miscommunication.
Specifically, the modification was originally identified as a Unit i restart item at SQN.
The modification was subsequently reclassified as a priority item and the scheduled completion date was extended. -The change in schedule was not adequately communicated.
By this submittal, TVA is notifying NRC that the modification associated with the referenced TS change is presently scheduled for completion by l
May 31, 1994.
Therefore, TVA requests that NRC not issue TS 93-21 before this date.
