Following the issue of Regulatory Guide 1.146 in August 1980, Union Electric's commitment with clarification was incorporated into revision 2 of the Callaway FSAR Site Addendum submitted to the NRC in February 1981.

In addition subsequent submittals 'in May and July of 1981, referenced above, responded to the NRC questions concerning Union Electric's commitments to the Regulatory Guides.

These responses were consistent with the initial commitment with clarification, and remained incorporated into revision 4 of the Callaway FSAR Site Addendum submitted to the NRC in August 1981.

With the issuance of the Callaway Safety Evaluation Report in October 1981, all indications were that the Union Electric commitment with clarification was acceptable to the NRC.

In response to your letter of September 3, 1982, Union Electric will revise the commitment it believed to have been acceptable to the NRC.

The commitment to Regulatory Guide 1.146 will indicate full compliance without the stated clarification.

This will be incorporated into the next revision of the Callaway FSAR Addendum.
