Dear Mr. Thomas:
Clinton Power Station Unit 1 Docket No. 50-461 Channel Box Deflection Issue The Safety Evaluation Report for the Clinton Power Station (NUREG-0853) addresses the issue of Channel Box Deflection in Section 4.2.3.13.
It is indicated there that Illinois Power will implement a program to monitor channel box deflec-tion which is based upon a multistep procedure proposed by the Zimmer Project and accepted by the Staff.
The triggering point for initiating the control rod drive friction test portion of the Zimmer program would be 30,000 Mwd /t associated fuel bundle exposure.
Illinois Power did not agree with the 30,000 Mwd /t exposure value as the trigger point and indicated, in reference (1) letter that it would work through the Licensing Review Group-(LRG-II) to justify a higher value.

Since that time LRG-II has prepared a position paper on this subject and -submitted it to the NRC via reference (2) letter.
That position paper accepts the basic Zimmer program and the 30,000. Mwd /t exposure value as the triggering i
point for-initiating control rod drive friction tests. -The LRG-II-position however, substitutes a screening-type friction i
test _in place of the settling friction test proposed in the Zimmer~ program.. The LRG-II position paper has since been l
reviewed by the NRC Staff and found acceptable as indicated

Since Illinois Power Company is a member of.LRG-II and has incorporated the above position paper on our operating license application via reference (4) letter, we are re-questing that the above-discussed LRG-II program on the channel box deflection concern be incorporated into a' future supplement-to the'Clinton Safety Evaluation-Report as superseding i
the information contained in SER Section 4.2.3.13..
