THE CINCINNATI GAS & ELECTRIC COMPANY CINCINN ATI, OHIO 4 5201 September 20, 1982 QA-2004 E. A. BORGMANN SENSOR v'CC PRES DENT U. S. Nuclear Regulatory Commission Region III 799 Roosevelt Road Glen Ellyn, Illinois 60137 Attention:
Mr. J, G. Keppler Regianal Administrator RE:
Rt. H. ZIMMER NUCLEAR POWE'1 STATION UNIT I 10CFR5'J.55(e), ITEM M-37, KEROT1?ST VALVES DOCKET NO. 50-358, CONSTRUCTION PERMIT NO.
CPPR-38, W.O. #57300 JOB E-5590, FILE NO. NRC-8, M-37 Gentlemen:
This letter constitutes an interim report concerning the subject condition initially reported to the Commission as a reportable defi-ciency under 10CFR50.55(e).
As stated in our previous report, QA-1861, dated July 8, 1982, Kerotest packless diaphragm seal valves, 2" and smaller, are utilized in various essential systems throughout the Zimmer plant, including the Reactor Recirculation, Nuclear Boiler and Residual Heat Removal Systems. During preoperational testing of these valves, it was noted on CG6E Nonconformance Report #9-NPD-82-1025E that some valves may appear to be open per indication of handwheel position, but are actually closed. This problem is attributed to the fact that the valve stem is not directly coupled to tha disc, but rather utilizes a spring config-uration. During certain conditions, the disc can become stuck on the seat and must be agitated manually in order to properly open.
The CG6E Nuclear Production Department (NPD) has taken steps to identify the cause of this condition and determine a resolution. A vendor representative is reviewing this situation with NPD personnel, but a final resolution for corrective action has not been determined as of this date. The Commission will be advised of all determinations for corrective action in a final report to be submitted by November 15, 1982.
