Dear Mr. Keppler:
This letter is in response to tiie inspection conducted by Messrs.
J. R. Miller, J. R.
- Creed, J. L. Belange r, and B. W.
Stapleton on June 14-17, 1982, of activities at LaSalle County Station Unit 1.
Reference (a) indicated that certain activities appeared to be in noncompliance with NRC requirements.
The Commonwealth Edison Company response to the Notice o f Violation is provided in the enclosure.
The enclosure contains " Safeguards Information" and should be controlled in accordance with 10 CFR 73.21 requirements.
Reference (a) also requested that this response address l
your concerns regarding morale, communications, basic understanding of concepts and the staffing levels of site security management.
These items have already been addressed in Reference (b) and, therefore, are not addressed in this response.
To the best of my knowledge and belief the statements contained herein and in the attachment are true and correct.
In some respects these statements are not based on my personal know-ledge but upon information furnished by other Commonwealth Edison and contractor employees.
Such information has been reviewed in accordance with Company practice and I believe it to be reliable.
