GULF STATES UTILITIES COMPANY DOCKET NO. 50-458 RIVER BEND STATION UNIT 1 AMENDMENT TO FACILITY OPERATING LICENSE Amendment No. 48 License No.'-NPF-47 1.

The Nuclear Regulatory Commission. (the Commission) has found-that:-

A.

The application for amendment by Gulf States Utilities _ Company (the licensee) dated March 19, 1990, complies with the standards-and requirements of the Atomic Energy Act of 1954, as: amended

.(the Act), and the Commission's rules and regulations set forth in

-10 CFR Chapter I; 8.-

The; facility will operate in conformity with the application, as amended, the provisions of the Act, and the rules and regulations of the Commission; C.

There'is reasonable assurance:

(i) that the' activities authorized by this amendment can be conducted without endangering the health and safety of the public. and-(ii) that such activities will be conducted in compliance with the Commission's regulations; D.

The issuance of this-license amendment will not_be inimical to the common defense and security or-to the health and safety lof the public;-

'and E.

The-issuance of this amendment is in accordance with 10 CFR Part 51-of the Commission's regulations and all applicable requirements have been satisfied.

A:.cordi' gly, the license.is amended by changes to.the Technical Specificat. ions as indicated in the attachment to this license amendment and Paragraph 2.C.(2) of Facility 6,,erating License No. NPF-47-is hereby amended to read as follows:

(2) Techrical Specifications and Environmental Protection Plan The Technical Specifications contained in Appendix A, as revised chrough Amendment No. 48 and the Environmental Protection Plan contained in Appendix B, are hereby incorporated in the-license.

GSU shall operate the facility in accordance with the Technical Specifications and the Environmental protection Plan.

3.

The license amendment is effective as of its date or issuance.

LIMITING CONDITION ~FOR OPERATION 3.9.6.2 'The fuel handling platform shall be OPERABLE and used for handling' fuel assemblies or control rods.

APPLICABILITY:

During handling of fuel assemblies or control rods.

ACTION:

With the requirements for fuel handling platform OPERABILITY not satisfied, sLspend use of any inoperable refueling platform equipment from operations-involving the handling of control rods and fuel assemblies after placing the loao in a safe condition.

SURVEILLANCE REQUIREMENTS i

l 4.9.6.2 Each fuel handling platform hoist used for handling of control rods or fuel assemblies shall be demonstrated OPERABLE within 7 days prior to~the-start of such operations with that hoist by:

l-a.

Demonstrating operation of the overload cutoff on the main hoist-i before the load exceeds 1100-1 59 pounds.

l b.

Demonstrating operation of the overload cutoff on the monorail-mounted auxiliary hoists when handling control rods before l

l the load exceeds 500 1 50 pounds, and when handling unirradiated i

fuel'before the load exceeds 1000 1 50 pounds.

c.

Demonstrating operation of the overload cutoff on the frame mounted auxiliary hoist when handling control rods before the load exceeds 500, +/- 50 pounds.

d.

Demonstrating operation of the normal uptravel stop interlock of the-main hoist to maintain at least 8 feet 2 inches of water coverage above the top.of the active irradiated fuel.

e.

Demonstrate operation of the normal uptravel stop interlock of the i

monorail and frame mounted auxiliary hoists to maintain at least 6 feet 9 inches of water coverage above the top of the irradiated control rod.

Demonstrating operation of the slack cable cutoff on the main hoist when the load is less than 50 1 10 pounds.

g.

Demonstrating operation of the loaded interlock on the main hoist when the load exceeds 350 1 50 pounds.
