7590-01 UNITED STATES NUCLEAR REGULATORY C0fdtISSION DOCKET NO. 50-313 ARKANSAS POWER _ & LIGHT C0!iPANY NOTICE OF ISSUA! ICE OF A!1ENDFENT TO FACILITY OPEEXTING LICEfiSE The U. S. Nuclear Regulatory Commission (the Com,ission) has issued Amend-ment No. 63 to Facility Operating License No. OPR-51, issued to_ Arkansas Power and Light Company (the licensee), which revised the Technical Specifications (TSs) tor operation of Arkansas Nuclear One, Unit 1 ( ANO-1) located in Pope County, Arkansas. Tne amendment is effective as of the date of issuance.
The amendx.ent modifies the ANO-1 TSs to allow the extension of Cycle 5 from 435110 Effective Full Power Cays (EFPD) to 455 t 10 EFPD and operation from 400110 EFPD to end of cycle with the Axial Power Shaping Rods' fully inserted.
The application for the amendment complies with the standards and require-ments of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.
Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.
The Commission has determined that the issuance of this eerdment will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environnental impact statement or negative declar6 tion and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
