Dear Mr. Konklin:

This letter confirms information provided to Mr. K. R. Naidu and you during a meeting at the Fermi 2 Site on July 1, 1982.

In response to concerns expressed by Mr. Naidu regarding the inspec-tion of electrical cable tray and tray support installations, the following actions have been, or are in process of being implemented:

1.

A stop work order was initiated for all new installation of safety related cable trays and tray supports.

l 2.

The acceptance criteria used and the results of cable tray and tray support inspection through August, 1978 will be reviewed by Detroit Edison Project Engineering and Project Quality Assurance organizations.

-3.

Safety Related cable tray hold-down welds installed after August, 1978 will be inspected for compliance with acceptance criteria established by Detroit Edison Engineering.

4.

The Electrical Contractor's inspection program for cable tray and tray supports will undergo an in-depth evaluation by Edison Project Quality Assurance. Improvements including those suggested by Mr. Naidu, will be incorporated as appro-priate.

Suggestions made by Mr. Naidu which are inappropriate for incorporation into the Electrical Contractor's inspection-program will be addressed by other organizations (e.g.,

Project Quality Assurance, Project Engineering, etc.).

The' stop work order was issued on July 2, 1982 and will remain in effect until items 2, 3, and 4 are accomplished. Items 2, 3, 4, and 5 are currently in process. The total effort includes inspection program modification and redefinition, personnel training and qualification, and closer scrutiny by Project Quality Assurance during implementation.
