U S Nuclear Regulatory Commission Attnt Document Control Desk Washington, DC 20555 MONTICELLO NUCLEAR GENERATING PLANT Docket No. 50-263 License No. DPR-22 Revision of Information Submitted on December 29, 1993 Concerning Actions to Resolve NRC Bulletin 93-03: Resolution pf Issues Related to peactor Water Level Instrumentation in BWRs The purpose of this letter is to inform you of a change in our plans, as previously described in our letter dated December 29, 1993, concerning the actions we are taking to resolve the issues identified in NRC Bulletin 93-03,

" Resolution of Isuues Related to Reactor Water Level Instrumentation in BWRs".

In our December 29, 1993 letter we indicated that as a result of technical issues encountered while preparing the backfill modification, we intended to take a phased approach when implementing the new system until such time as we were confident that the backfill system was performing as intended with no adverue impact on the accuracy or reliability of the reactor water level instrumentation.

It was anticipated that at least one full operat...g cycle j

would be needed to assess system performance through the various plant transients and environmental conditions that might be encountered.

As a result of subsequent discussions with the NRC staff on this issue, and in j

recognition of the staff's desire to have a resolution for Bulletin 93-03 implemented at all BWRs in an expeditious manner, we have reviewed our plans for trial implementation and on-line performance monitoring of the new backfill system.

Although we would prefer a longer term trial and monitoring period to confirm that the backfill system was performing as intended, we consider that our most significant technical concerns could be adequately addressed by an abbreviated (30 day maximum) trial period.

i We are therefore revising the commitment contained in our December 29, 1993 letter as follows-By the end of the first cold shutdown occurring after December 31, 1993, we will commence injection, on a trial basis, into one safeguards reference leg and one fuel zone reference ler (both sharing a common vessel nozzle) for a maximum period of 30 days.

time, it is determined that the system is performing satisfactorily with no adverse impact on the accuracy or reliability of the water level I

This letter is being provided to appraise you of our change in plans and commitments concerning implementation of the backfill modification.
