Notice of Violation dated January 5th,1983.

Received at UCI on January lith, 1983.

The referenced Notice states in part as follows:

"the (Reactor Operations Committee) had not met from April 1982 to December 1982, a period of greater than six months."

As noted at the partial Committee meeting held on December 2nd, 1982 at which a quorum was not present, and at the full meeting held on January 7th, 1983, the last meeting of the Committee on record is that of April 21st, 1982.

In the interim period, the activities at the facility had been noted ludividually to some members of the Committee and inspection visits had been conducted by 'S Radiation Safety Officer on behalf of his office and the Committee. Thus, altho"gh formal requirements had not been met, there was no change in the hazard or potential hazard of facility operation to the health and safety of the public.

At the full meeting held this January 7th, the Committee reaffirmed its intention to hold future meetings on schedule. A meeting schedule was established for the first Tuesday of each academic quarter, and the last Tuesday of the Spring quarter (to make sure the summer meeting occurs). The Chairman agreed to call meetings in the event that the Reactor Supervisor failed to make arrangements. To assist Committee members in carrying out audits, a section will be preparad for the Operating Procedures providing guidelines for Committee audit operations.

It is not felt that any changes to our Operating Procedures at this time will aid us in keeping to the regular meeting schedule.

It is necessary that more attention be paid by the appropriate personnel to this item.

It is our intention to maintain additional surveillance on this matter as a way to minimize the possibility of future non-compliance in this matter. Current compliance has been established by the proper quorum meeting on January 7,1983.
