Dear Mr. Vassallo:
In References 1 and 2 the District requested approval of temporary secur'cy measures necessary for construction of Emergency Operations Facility (E0r) and Fire Protection Systems (FPS) at Cooper Nuclear Station.
After discus-sions with the Staff, it has been concluded that these requests for approval, i.e. waiver, could have been processed under the provisions of 10CFR50.54(p).
For this reason, the District withdraws the requests made in References 1 and 2 and we will shortly file a revision to the Safeguards Plan accordingly.
