JOINT INTERVENORS REQUEST AN EXTENTION OF TIME Pursuant to the Board Order and conference call of August 17, all material pertaining to the evacuation brochure and supporting systems were to have been filed by Joint Intervenors no later than September 15. This date gave ample time for dissemination and collection of information by appropriate experts if the Applicant submits all the material in a timely manner.
Unfortunately, the information has only come in pieces.
The latest arrival, Applicant Exhibit 13, is called the "Special Needs Information Card". This arrived by Federal Express on September 9 in the afternoon--over three weeks af ter the Board's Order. Six days before the filing date.
Joint Intervenors have experts'in three different states that have to be notified. Their work may or may not have to be modified upon reviewing this new exhibit. Finally, this information must be once again transmitted to the Joint Intervenors for filing.
Joint Intervenors request an additional 3 weeks from the September 15 deadline ~ to accomplish this task.
The Applicant Exhibit 13 is very important to the Joint Intervenors since the subject of transportation of the hand-g ggs icapped or otherwise impaired is a prominent part of the OO Joint Intervenors contentions and is the subject of a large mn o
percentage of the hearing transcripts.
g 55 Joint Intervenors also need assurance that no more addenda oO 30 will be forthcoming from the Applicant on any aspect of the 4
oom information distribution system. This includes the brochure, no S10 radio broadcasts, television broadcasts, and any educational
s-programs designed to supplement any aspect of emergency planning.
Joint Intervenors must rely on the normal United States mail service to transmit this request. Conference calling and overnight mail service is simply beyond the economics of the Joint Intervenors.
A rapid disposition of this matter could be accomplished by the Board initiating a conference call upon receipt o"f this sugaestion letter. Joint Intervenors do not know if this M is proper or not. If it is any way improper, your forebearance is requested.
