This is to certify that a copy of Technical Specification Change Request No.117 to Appendix A of the Operating License for Three Mile Island Nuclear Station Unit 1, has, on the date given below, been filed with the U. S. Nuclear Regulatory Commission and been served on the chief executives of Londonderry Township, Dauphin County, Pennsylvania and Dauphin County, Pennsylvania by deposit in the United States mail, addressed as follows:

I. TECHNICAL SPECIFICATION CHANGE REQUEST NO. 117 o ,

The Licensee requests the attached changed pages replace the following pages of the existing Technical Specifications:

Appendix A Replace Section 6, Fiqure 6-2 II. REASON FOR CHANGE REQUEST At the present time, Technical Specifications indicate that the Chemistry Supervisor reports to the Plant Engineering Director. Reporting to the Supervisor are the chemistry foreman, and the chemstry technicians (through the foreman).

It has been determined that a full time Chemistry Manager position be established in order to provide the most effective Chemistry Program.

Since the day to day plant operations and chemistry issues are so closely related, it is logical that this Manager report directly to the Operations and Maintenance Director, rather than Plant Engineering. This will allow for better interface between the operations shift personnel and the chemistry technicians on shift. Reporting to the Chemistry Manager will be the Chemistry Foresan; the Chemistry Technicians will report directly to the Foreman.

Plant Engineering will continue to have personnel on staff with chemistry expertise in order to provide technical assistance and support. Plant Engineering will also monitor the overall program and act as the technical liason between chemistry organizations within the corporate support divisions as well as those external to the company.

III. SAFETY ANALYSIS JUSTIFYING CHANGE The changes described will provide a more closely controlled Chemistry Program.

l This will ensure that the essential chemistry parameters important to safe operation of the plant are maintained within the appropriate limits. The Program will have more management attention which will not be diluted by l collateral duties which are not related to the Program.

l Conclusion In conclusion, with regard to the Administrative change in the TMI-l Plant Chemistry Program and associated Technical Specifications:

(1) The probability or consequences of accidents previously evaluated have not increased.

(2) No accidents, other than those previously considered, will be introduced.

(3) No safety margins have been reduced.

- IT. AMENDMENT CLASSIFICATION (10 CFR 170.22)

This change request is administrative in nature and has no safety or environmental significance and is therefore, considered a class II license amendment. A check is the amount of $1,200.00 is enclosed.

V. IMPLEMENTATION In order to facilitate the reactor coolant inspection, we request that the )

Amendment be effective as of the date of issuance.
