Dear Mr. Denton:

In the reference (1) letter, LILCO committed to perform a pneumatic pressure decay test to verify the leak-tight integrity of the ADS accumulator system.

This commitment was accepted by the staff and resolved this issue for Shoreham.

In describing this commitment, considerable detail was pre-sented regarding the test procedure.

During the course of preparation for the initial actual performance of the test, it was noted that establishing the test pressure prior to opening the ADS safety relief valve (SRV) solenoid valves L

(and associated air pilot valve), as stated in LILCO's commitment, unavoidably exaggerates the system leakage. This l

is due to the fact that the volume between the solenoid valves and the SRV air pilot valve is vented to the atmosphere (primary containment) when these solenoid valves are in the closed position.

Upon opening these solenoid valves, the established pressure immediately drops.

This leakage penalty unnecessarily compromises the capability to legit-imately perform and pass this test, whose acceptance criteria is already quite strict (1.3 psi /hr leakage).
