J Consumers Power Company General offices: 1945 West Parnall Road, Jackson, MI 49201 + (517) 788-0550 August 23, 1982 James G Keppler, Administrator Region III US Nuclear Regulatory Commission 799 Roosevelt Road Glen Ellyn, IL 6013T DOCKET 50-255 - LICENSE DPR PALISADES PLANT - PZSPONSE TO IE INSPECTION FIPORT 82-15 The NRC reported the results of a routine safety inspection conducted during June 1982 in IE Inspection Report No. 50-255/82-15 Addressed in the report was one item of noncompliance to which a response is required.
The item of noncompliance and response thereto is as follows:
ITEM:
Technical Specification 4.1 (Table 4.1.3, Item 15) requires a monthly comparison of auxiliary feedwater flow indications, except during cold shutdown conditions.
Contrary to the above, the comparison was not performed in May 1982, when the plant was not in cold shutdown except the first two days of the month.
RESPONSE
Corrective Action Taken and Results Achieved.
I The auxiliary feedwater water flow comparison was performed satisfac-torily on June 1, 1982.
Corrective Action to Prevent Recurrence.
A new surveillance procedure will be written specifically for compar-ison of the auxiliary feedvater flow indications. The new surveillance procedure will contain the appropriate prerequisites to insure compliance with the Technical Specifications.
Until the new procedure is written, the Technical Specification Program Administrator will schedule the electric driven auxiliary feed pump section of surveillance test M0-24 prior to exceeding 325 This will insure that the Technical Specifica-0 tion surveillance requirement is completed promptly after leaving the cold shutdown condition.
