Z August 20, 1982 Docket No. 50-423 AEC-MP3-282 B10539 Mr. Ronald C. Haynes Region I Office of Inspection and Enforcement U.S. Nuclear Regulatory Commission 631 Park Avenue King of Prussia, PA 19406 Gentlemen:

Millstone Nuclear Power Station, Unit No. 3 Interim Report in the Reporting of a Potential Significant Deficiency in Design SD-22, Failure of Robertshaw Thermostatic Control Valves As required by Title 10, Code of Federal Regulations Part 50, Paragraph 55(e), Northeast Nuclear Energy Company (NNECO), reported a potential significant deficiency on June 28, 1982 in a telephone conversation between your Mr. T. Elsasser and our Mr. S. Orefice.

The reported potential significant deficiency concerns the potential failure of the Robershaw thermostatic control valves in the Emergency Diesel Generator's cooling system. Failure of these valves could cause extreme engine overcooling. Extreme engine overcooling could occur with low raw water supply temperatures and possibly damage the diesel engines.

Colt Industries is currently working with Robertshaw to obtain a procedure for disassembly, inspection and repair / reassembly of the affected valves. At present, neither a final valve repair procedure, nor a date by which valve repair will be completed, have been estab-lished. As such, we will provide you with a final report when this information becomes available.
